Research on the Precision Management Mechanism for International Students in China under the Background of Digital Transformation

Abstract:
In alignment with the National Education Digitalization Strategic Action and the broader institutional transition toward high-quality development in Chinese higher education, the governance of international students is undergoing a fundamental paradigm shift. Conventional administrative models, characterized by institutional fragmentation, passive post-hoc crisis response, and administrative opacity, struggle to accommodate the complex academic, legal, and cross-cultural demands of modern international cohorts. This study investigates the construction and practical implementation of a precision management mechanism tailored to international students in Chinese universities within the context of digital transformation. Grounded in convergence management theory and data-driven educational governance, this paper articulates a comprehensive institutional framework that integrates multi-source heterogeneous educational telemetry, intelligent risk profiling, and an adaptive closed-loop intervention pathway. By translating disparate behavioral, legal, and instructional indicators into actionable administrative intelligence, the proposed mechanism replaces fragmented record-keeping with systemic, student-centric orchestration. Drawing upon real-world institutional implementation practices within a comprehensive research university, the theoretical and functional viability of this mechanism is examined. The findings demonstrate that digital precision management significantly mitigates regulatory compliance risks, enhances cross-cultural pedagogical integration, reduces early-stage academic estrangement, and bridges the systemic gap between localized student affairs and internationalized campus operations.
